UK RAG Update 2026: What Nepali Students Need to Know Before Choosing a UK University

The UK has introduced a new Red–Amber–Green (RAG) rating system for education providers sponsoring international students. The system became part of the UK's updated Basic Compliance Assessment (BCA) framework from 1 June 2026.

For students planning to study in the UK, this is an important development because the compliance performance of a university or college can influence how UKVI manages its sponsorship responsibilities.

But what exactly does the RAG system mean, and should students be worried?

Let's break it down.

What Is the UK RAG Rating System?

The RAG system is part of the UKVI's Basic Compliance Assessment for Student Sponsors.

Under the new framework, UK education providers are assessed against three key performance areas:

• Visa Refusal Rate

• Enrolment Rate

• Course Completion Rate

Based on their performance, sponsors can receive a Green, Amber or Red rating.

The rating is determined by the lowest-performing metric rather than by simply averaging the three results.

What Do Green, Amber and Red Mean?

🟢 Green Rating

A Green rating indicates strong performance across the relevant BCA metrics.

For the new RAG framework, the Green thresholds are:

• Visa refusal rate: below 4%

• Enrolment rate: 96% or higher

• Course completion rate: 92% or higher

A Green rating does not mean that every student will automatically receive a visa. Individual applicants must still meet all UK Student visa requirements.

🟠 Amber Rating

An Amber rating indicates that a sponsor has fallen into the Amber range for one or more of the assessed metrics, without falling into the Red category for another metric.

Under the current framework, an Amber-rated sponsor cannot receive more CAS than it previously used until it returns to a Green rating. UKVI may also require formal engagement meetings with the institution.

This means students should take additional care when considering a university with an Amber rating and should seek updated information about its current CAS and compliance position.

🔴 Red Rating

A Red rating means the sponsor has failed to meet at least one core BCA requirement.

For a first Red rating, UKVI can place the sponsor on an action plan and reduce its next CAS allocation. The minimum CAS reduction is 10% of its previous usage, although the actual reduction can be higher depending on the circumstances.

Repeated or serious compliance failures can have much more significant consequences, including potential action towards revoking the sponsor licence.

What Are the Current RAG Thresholds?

The new RAG rating system assesses UK Student Sponsors across three key areas:

🟢 Green Rating:
A sponsor receives a Green rating when its visa refusal rate is below 4%, enrolment rate is 96% or higher, and course completion rate is 92% or higher.

🟠 Amber Rating:
A sponsor falls into the Amber range when its visa refusal rate is 4% to below 5%, enrolment rate is 95% to below 96%, or course completion rate is 90% to below 92%.

🔴 Red Rating:
A sponsor falls into the Red range when its visa refusal rate is 5% or higher, enrolment rate is below 95%, or course completion rate is below 90%.

Important: Course-completion thresholds are subject to transitional arrangements. For BCA assessments from 1 June 2026 to 31 May 2027, the minimum course-completion requirement is 85%, with the new 90% core threshold applying from 1 June 2027.

Does a RAG Rating Affect Students?

A university's RAG rating is primarily a UKVI sponsor compliance measure. It does not mean that students at an Amber or Red institution are automatically refused visas.

However, the rating can have practical implications for the institution's sponsorship arrangements.

For example, a Red-rated sponsor may face a reduced CAS allocation, while an Amber-rated sponsor cannot receive more CAS than it previously used until it becomes Green-rated. In certain circumstances, UKVI may also impose additional restrictions.

Therefore, students should consider the compliance position of their chosen institution alongside other factors such as:

• Course quality

• University reputation

• Entry requirements

• Tuition fees

• Location

• Graduate outcomes

• Available intakes

• CAS processing

• Visa compliance history

What Does This Mean for Nepali Students?

For students from Nepal planning to study in the UK, the introduction of the RAG system makes choosing the right institution even more important.

Students should avoid selecting a university based only on low tuition fees or easy admission. Instead, they should look at the overall suitability of the institution and make sure they understand its current sponsorship and CAS position.

It is also important to remember that a university's RAG rating is not a substitute for checking your own visa eligibility.

UKVI will continue to assess individual Student visa applications based on the applicant's circumstances and the applicable Immigration Rules.

Is the UK Still Open for International Students?

Yes. The introduction of the RAG system does not mean that the UK has closed its Student visa route.

The UK continues to have licensed education providers that can sponsor international students. The government maintains an official Register of Student Sponsors listing institutions licensed to sponsor students.

The key change is that UKVI is placing greater emphasis on sponsor compliance and responsible international student recruitment.

For students, this makes proper university selection and professional application guidance increasingly important.

What Should You Check Before Applying?

Before accepting an offer from a UK university, students should consider the following:

1. Check the university's sponsorship status
Make sure the institution is licensed to sponsor international students.

2. Understand the university's current compliance position
Ask your education consultant for the latest information available regarding the institution's sponsorship and CAS position.

3. Check your course eligibility
Make sure the course meets your academic and career objectives.

4. Prepare strong financial documentation
Your financial evidence must meet the applicable UKVI requirements.

5. Prepare for the Genuine Student assessment
You should be able to clearly explain why you selected the UK, the university and your chosen course.

6. Apply with accurate documentation
Incorrect, inconsistent or incomplete information can create unnecessary complications.

Important: RAG Rating Does Not Guarantee Visa Success

Students should not assume that:

Green = Guaranteed Visa

or

Red = Guaranteed Visa Refusal

Neither is correct.

The RAG system evaluates the education provider's sponsorship compliance, while individual Student visa applications are assessed separately.
